The wreckage of the plane has already been removed from the crash site.

The State Bureau of Investigation appointed dozens of examinations and gained access to company and department documents.

The State Investigation Office, a week after the An-26 accident in the Kharkiv region, reported on the investigation of the accident. As reported by the RRB press service on Friday, October 2, the process of handing over bodies to the victims’ families for burial began.

The investigating CRR together with the military prosecutors carried out a series of investigative and procedural actions, namely:

  • With the participation of specialists, an inspection of the accident site was carried out with distribution by sectors. During the reconnaissance, the bodies of the dead, parts of the aircraft that show mechanical damage, etc. At the accident site, a flight recorder (black box) was found in the tail section of the aircraft;

  • Examinations of 26 bodies were carried out with the participation of forensic experts;

  • appointed 26 forensic medical examinations;

  • seizure of documents in military unit A4104 on the organization and conduct of flights, as well as fuel samples;

  • on the territory of the military unit A4104, for the purpose of an expert examination, samples of technical oil were seized, which is used to lubricate the engine parts installed in the AN-26 aircraft;

  • 9 requests for seizure of property (documents, things) seized during inspections were submitted to the Kiev Pechersky District Court to further guarantee the performance of molecular genetic tests, which were satisfied;

  • to the Pechersk District Court. Kiev, 9 requests for temporary access to original documents were submitted (to SE Motor Sich, SE Ivchenko-Progress, SE Antonov, Ukrainian Air Force Command, Ministry of Defense of Ukraine, Kharkiv Air Force University, military unit A4104, State Audit Service of Ukraine, Accounting Chamber of Ukraine) for maintenance, modernization, operation of the aircraft;

  • Biological samples from 25 relatives of the deceased cadets were selected for genetic and molecular tests;

  • The Kharkiv Forensic Medical Examination Office carried out 25 examinations of the bodies of the dead, during which 25 blood samples were taken for genetic and molecular tests;

  • 27 genetic and molecular tests were designated for the seized blood samples;

  • 5 additional examinations of unidentified military bodies were carried out, during which 5 bone tissue samples were taken with the aim of their subsequent shipment for genetic and molecular tests;

  • Five genetic and molecular tests were re-named for bone tissue samples taken from unidentified military corps;

  • designated 25 genetic and molecular tests on samples of biological samples from relatives of the dead military;

  • in addition, 14 genetic and molecular tests were assigned to samples of personal belongings of unidentified military personnel;

  • 25 comparative forensic molecular genetic tests were assigned to the Kharkiv Research and Development Center of the Ministry of the Interior;

  • An explosives and explosion products examination has been designated to investigate the presence of explosive devices or substances on board the aircraft that could cause a fire or explosion after a collision with the ground;

  • more than 60 witnesses were questioned;

  • 10 victims (relatives of the victims) were questioned;

  • requested and received from the Hydrometeorological Center of Ukraine information on meteorological conditions during and at the scene of the plane crash;

  • documents on the airworthiness of the aircraft that suffered a catastrophe were requested and received from the Office of State Aviation Regulation of Ukraine;

  • information on flights of other aircraft during and at the scene of the accident was requested and received from the State Air Traffic Services Enterprise of Ukraine;

  • Documents were requested and received on the manufacture, revision and extension of the designated useful life of the AN-26 aircraft from Antonov State Enterprise;

  • documents were requested and received from the Office of Military Representations of the Ministry of Defense of Ukraine for the participation of employees of the Office in the modernization, refurbishment, repair, replacement of AN-26 aircraft units;

  • Duly certified copies of the documents were received from SE Ivchenko-Progress, on the basis of which the acts of technical condition of the aircraft engines were approved;

  • A complete engine repair file was requested and received from Motor Sich JSC;

  • in addition, a request for copies of serial files for aircraft engines was sent to Motor Sich JSC;

  • requested and received the necessary information from the State Aviation Service;

  • a review and production of a duplicate tape recording of the AN-26 aircraft crew conversations, which were removed from the aircraft’s recorder, prepared a transcript for the inspection protocol;

  • Fuel samples were taken from the remains of the AN-26 aircraft, which were discovered by representatives of the MOU commission during the investigation of the cause of the aviation accident;

  • requested and examined the originals of the medical records of 4 soldiers who controlled the flights;

  • A copy of the plan of the calculation and analysis group of the disaster investigation commission was requested;

  • a video of the radars of the Kharkiv airport was requested;

  • the originals of the case of the second repair of the AN-26 aircraft were requested and received from the 410 GA State Business Plant;

  • a series of information of interest for the pre-trial investigation was requested and received from the Air Force of the Armed Forces of Ukraine;

  • The auditors of the State Audit Service of Ukraine initiated inspections under the command of the Air Force of the Armed Forces of Ukraine, military unit A4104, National University of the Kharkiv Air Force. Ivana Kozheduba, JSC MOTOR SICH, GP Zavod 410 GA, GP Antonov on the problems of spending public funds for maintenance, maintenance, repair, modernization, maintenance, as well as the organization of training flights of the AN-26 aircraft, suffered a disaster.

In addition, investigators initiated inspections on similar issues that relate to all aircraft manufactured by Antonov State Enterprise and currently in service with the Armed Forces of Ukraine from 1991 to now.

Let us remind you that criminal proceedings were initiated for a crime under art. 416 of the Criminal Code of Ukraine – violation of flight rules and preparation for them, which led to serious consequences.
