“From the very morning of September 23, the residents of Minsk noticed an unusual movement on Pobediteley Avenue, in the vicinity of the Palace of Independence – BelEXPO. Among the military, they noticed representatives of the company of the honor guard” says the message.
Minsk residents also report that exits to Independence Avenue are blocked. The reason for the overlap is unknown.
