Local elections in Ukraine October 25, 2020 will be held under the new electoral legislation. In cities with a population of more than 10,000, it will be possible to vote not only for a party, but also for its individual candidate. For more information on who exactly will represent the political forces in the Kiev elections, see the RBC-Ukraine material.
Open party lists in local elections
The next local elections will be held in Ukraine under the new rules. On July 16, 2020, the parliament amended the Electoral Code of Ukraine. In the Kiev elections, this will affect the vote in the Kiev City Council – party lists will be open.
Each voter will see the names of those representatives of the political force who, as a result, can receive parliamentary mandates. In addition, it will be possible to support not only the party itself, but also its individual candidate. For this, it will be necessary to enter the number of this representative of the political force in the bulletin.
If one of the candidates wins more than 25% of the total result of the match, he will go higher on the list. This, in turn, will increase your chances of entering the Kiev City Council.

How to vote correctly
This time, the voters will have several innovations during the vote. Since the party lists will now be open, it will be necessary to vote for both the party and its individual candidate. These lists will be different in different areas of the capital.
The ballot will consist of two columns: on the left – the name of the party, on the right – the list of representatives of the corresponding party in the district. The voter must put a mark in front of the party for which he is casting his vote. And in the next window, enter the number of the candidate you support.

Why Open Voter Records Are Needed
The proportional system with open lists is necessary so that the voter knows exactly for whom he is casting his vote. Also, a large number of votes for a party candidate gives him the opportunity to move up the party list. That is, it increases your chances of entering the city hall (in this case, the Kiev City Hall).
