Vitold Fokin, first deputy head of the Ukrainian delegation to the Trilateral Contact Group (TCG), spoke about this in an interview with Ukraine Radio.

He clarified that first, the Donbass must leave the Russian troops. At the same time, Fokin expressed doubts that Russia would withdraw its troops despite the sequence of points detailed in the Minsk accords.

The concept was first formed in Roman law. It differs from an ordinary lease in that it is hereditary in nature and can also be disposed of without the owner’s consent.
We will recall, earlier Fokin proposed creating an interim government in occupied Donbas. In his opinion, this will help to hold elections that will be recognized by all parties.
