In the first six months of 2020, the level of domestic violence in Ukraine almost doubled. In this regard, on Monday, September 21, President Volodymyr Zelenskyy signed a decree on urgent measures to prevent and counter domestic violence.

“In the context of the COVID-19 pandemic, the number two problem after the virus itself has become the rise in domestic violence. As an example, in the first six months alone, the police received almost twice as many complaints for domestic violence than in the last half of the year, “Zelensky said during a meeting on the implementation of the state policy to combat domestic violence and prevention.

Prime Minister Denis Shmygal believes this may be due to the coronavirus crisis.

“As the President of Ukraine said, in the first 6 months of 2020, more than 96,000 complaints of domestic violence were registered in Ukraine. This is double the number in the first half of last year. This is due, among other things, to the consequences of this crisis, at home and this problem of domestic violence has manifested itself very strongly, “says Shmygal.

Zelensky noted that in Ukraine, domestic violence is “criminalized, but mechanisms are needed to implement laws and a system of services available to victims in the regions of Ukraine.”

“The draft decree aims at the systematic development of a network of response to violence, embodies the basic principles of protection of the rights and interests of victims,” ​​added Zelensky.

At the same time, Deputy Interior Minister Yekaterina Pavlichenko, in a briefing on Monday, said that in the first six months the number of complaints of domestic violence increased by 40%. In total, 101 thousand messages were received. At the same time, she noted that there was no significant increase during the quarantine.

“During the quarantine period, the issue of domestic violence became even more relevant, since people were somewhat locked up and constantly staying at home. Despite this, the National Police did not register such drastic increases in calls to the ‘102’ line on domestic violence during the quarantine period. ” – said Pavlichenko.
