The United States offered Russia to prepare a memorandum on arms, which does not require ratification, Kommersant writes, citing the Special Representative of the President of the United States for Arms Control, Marshall Billingsley.
In the future, the document will lead to a framework concept and a full-fledged multilateral treaty with the participation of China.
“We have proposed a shorter period of time. We cannot take our foot off the pedal, as they say, we have to get down to work to draft the next agreement. So while we are thinking about a short period of time,” he said.
Billingsley noted that if the Strategic Arms Reduction Treaty is not extended, converted ballistic missile launchers will be returned to service from February 2021.
“We are certainly willing to talk to Russia about NATO and our nuclear deterrence guarantees given to NATO members. But we will not remove nuclear weapons from any of the storage sites,” Billingsley said.
The Russian Foreign Ministry called Billingsley’s statement an ultimatum, writes TASS.
“These are all ultimatum techniques that reduce the chances of reaching an agreement. We cannot talk about this genre,” said Russian Deputy Foreign Minister Sergei Ryabkov.
According to him, Russia is not afraid of possible new US sanctions for arms deals with Iran, this will not affect the country’s position.
Ryabkov also noted that Russia did not agree with the need to involve China in the negotiations.
Let us remember that the START-3 treaty was signed in 2010, entered into force in February 2011 and expires on February 5, 2021. It regulates the number of offensive strategic weapons.
