The decision of the Verkhovna Rada on the appointment of local elections is incompatible with the Minsk agreements, the head of the Ukrainian delegation told the trilateral contact group Leonid Kravchuk. According to him, Russia and ORDLO openly say that they will block the work of the TKG if no changes are made to the document.

According to him, the representatives of Russia in the negotiations accuse Ukraine of violating the Minsk agreements due to a clause in the resolution on the appointment of local elections.

“Today, Russia and ORDLO are talking openly about this. They are waiting for us to say that this issue is in process. But then all responsibility will be on the Verkhovna Rada,” said the head of the delegation. “We discussed the issue of the prisoner exchange. The Ukrainian side presented their list and asked ORDLO to present theirs, but said they would not hand over the list until the Rada cancels or clarifies the resolution on holding local elections. This means that the subject of the exchange of prisoners is already blocked ”.

Kravchuk added that now in ORDLO, in any case, there are no conditions for holding elections. “Now there is no Ukrainian government, parties, no laws, nothing, “he said.

The Verkhovna Rada appointed local elections in Ukraine for October 25… The corresponding resolution was adopted on July 15. The document says that local elections in the occupied territories of Donbass and Crimea will not take place due to the impossibility of organizing them. The deputies noted that elections in these territories will be designated by a separate law in the event of the end of the temporary occupation and armed aggression of the Russian Federation against Ukraine. On August 19, Kravchuk reported that Russia had delivered an ultimatum to change the resolution, demanding that elections be held in ORDLO.

Verkhovna Rada spokesman Dmitry Razumkov believes that modifying the electoral decree may jeopardize the electoral process.

On September 11, the deputy head of Russia’s presidential administration, Dmitry Kozak, said after talks between advisers to the heads of state of the Normandy Four in Berlin that the Rada should review the resolution on local elections, which will be had become a “stumbling block”.
