Northern Crimean Channel in Crimea now
Ukraine, according to international humanitarian law, must not solve problems that arise “after the occupation of a part of its territory,” authorities said.
Russia is trying to lobby to persuade Ukraine to restore the water supply to annexed Crimea. The corresponding statement was made by the representative office of the President of Ukraine in the Republic of Crimea on Facebook on September 13.
The mission explained that, in accordance with international humanitarian law, Ukraine must not solve problems that arise “after the occupation of a part of its territory.”
In support of its position, Kiev refers to Part 1 of art. 55 of the Convention for the Protection of Civilians in Time of War of August 12, 1949 (the Fourth Geneva Convention), which states that “the occupying state is obliged to provide the population with food and medical supplies by all available means” .
The Ukrainian authorities noted that the above provisions also apply to water.
Earlier, the Russian media circulated a statement by the official representative of the United Nations High Commissioner for Human Rights, Elizabeth Throssell, referring to Ukraine’s responsibility for supplying water to Crimea. More on this in the material What happens to water in Crimea.
