The question of water supply to the residents of Crimea is entrusted to the Russian Federation as the occupying state. Russia must provide the civilian population of the occupied territory with all the necessary resources.

This was stated in the office of the President of Ukraine in Crimea.

In its declaration, the mission refers to the norms of international humanitarian law, in particular, to the first part of article 55 of the IV Geneva Convention, which establishes that the occupying state is obliged to provide the population with food, medical supplies and other supplies by all available means.

Furthermore, Article 60 of the same convention establishes that the provision of humanitarian assistance by third parties does not exempt the occupying State from these obligations.

As explained in the office, supplying water to Crimea is quite an expensive undertaking for Russia, so it is trying to exert pressure to persuade Ukraine to restore the water supply to the occupied peninsula.

“However, Ukraine should not solve the problems facing the occupying state after six years of temporary occupation of a part of the sovereign territory of Ukraine,” the office said.

Recall that the UN also holds Russia responsible for providing clean water to the residents of occupied Crimea.

Furthermore, the Reintegration Ministry claims that Russia is actually taking water from ordinary residents of occupied Crimea for the needs of its army.
