The tariff reduction was due to the finding of a compromise between the government and the state
Ukraine has applied the provisions of the memorandum between the Cabinet of Ministers and foreign investors in renewable energy to reduce green tariffs for solar and wind power plants, thus reducing the financial costs of green energy.
This was announced by the President of Ukraine, Volodymyr Zelensky, during a visit to the Khmelnytsky nuclear power plant.
“Regarding renewable energy, you know what the law was before, but now, however, we have voted the law in the Verkhovna Rada, we have reduced the volume of sun and wind,” said the president.
He also added that the tariff reduction was due to the finding of a compromise between the government and the state.
“In general, in renewable energies by 15% in relation to the memorandum that was signed with the renewable energy market and the leadership of our state, I mean the Cabinet of Ministers,” Zelensky emphasized.
We recall that on August 1, Law No. 810-IX came into force, which was supported by President Volodymyr Zelensky. The purpose of the law is to implement the key provisions of the Memorandum of Understanding between the Cabinet of Ministers and investors in RES.
The document foresees, in particular, a reduction of “green” tariffs, a limitation of the volume of commissioning of new renewable energy installations, the introduction of full liability for imbalances for producers of “clean” electricity from 2022 (50% in 2021) and the like. These rules will save the state 7 billion hryvnia annually.
In addition, the law provides for the payment of 100% of the green electricity produced, starting in August of this year. In addition, the law determines the timing and amount of repayment of accumulated debt to renewable energy producers: in the fourth quarter of this year, the state must repay 40% of the debt (about 9 billion UAH) and the 60% remaining in 2021.
In late August, Prime Minister Denis Shmygal said that the government plans to pay off 40% of the accumulated debt before the “green” generation in the fourth quarter of 2020.
At the same time, Volodymyr Kudritskiy, chairman of the board of JSC NEC “Ukrenergo”, believes that the state company “guaranteed buyer” should improve its business strategy by selling electricity in the electricity market, which will reduce debt for green energy.
