Rada took a step towards regulating the use of electric scooters and roadways in Ukraine

The Verkhovna Rada intends to amend the Code of Administrative Offenses and the Law “On Road Traffic” and prescribe there the rules for the use of personal light electric vehicles.

At a meeting on September 4, the Verkhovna Rada adopted in first reading the bill No. 3023, which will regulate the use of personal light electric transport in Ukraine, reports the correspondent of the publication “GORDON”.

268 popular deputies voted “in favor” with the required minimum of 226 votes.

The bill proposes to modify the Code of Administrative Offenses and the “Road Traffic” Law. Its authors were six people’s deputies representing the Golos and Servant of the People factions, and one who does not belong to any faction.

According to the text of the bill, a new category of road users should appear in Ukraine – users of personal light electric vehicles. This transport is proposed, in particular, to include electric scooters, sigways, gyroboards, gyro scooters.

One of the authors of the bill, Golos People’s Deputy Yulia Klimenko, said during the discussion that the use of such transport in Ukraine is now generally not regulated at the legislative level.

“These people have no rights or responsibilities. They are not pedestrians, vehicles or bicycles,” he added. Klimenko said.

The project stipulates that electric vehicles in Ukraine will be able to circulate in special bicycle lanes and, in their absence, along the edge of the carriageway, street or the edge of the road. Therefore, they want to ban the use of this type of vehicle on sidewalks.

Light electric vehicle transportation Passengers will be prohibited (unless such possibility isprovided by the constructive decision of the manufacturer).

In addition, users of light electric vehicles want to prohibit the use of communication equipment while driving, as well as driving such vehicles in a state of alcoholic, narcotic or other intoxication or under the influence of drugs that reduce attention and reaction speed.

In an explanatory note (.docx) to the bill, the authors indicated that electric vehicle users “often neglect basic safety rules and endanger other road users”, thus their rights and obligations they must be clearly defined in legislation.
