In Odessa, the city council’s decision to grant regional Russian-language status has been canceled.
This decision was made by the Odessa Regional Administrative Court on the Deputy Regional Prosecutor’s claim. The court also rejected a request from the City Council’s legal department that the claim was a direct interference with the functions of the city council.
In a comment to OBOZREVATEL, the director of the Institute of Linguistics of the National Academy of Sciences of Ukraine, Bogdan Azhnyuk said that the decision on the regional status of the Russian language in Odessa was “an improvisation of the local authorities”, dictated by the desire to please a part of the electorate and had nothing to do with the law.
“This has nothing to do with the legislation in Ukraine. The status of the language is granted only by the central authorities, the highest legislative body of Ukraine, that is, the Verkhovna Rada. Writer Larisa Nitsoy, commenting on this court decision by OBOZREVATEL, noted that, in fact, the status of the Russian language as a regional language has not been in accordance with the law for a long time. “We do not have regional languages in the ‘On Language’ law, so the decision of the Odessa city government should have become invalid in 2018,” he said.
“It is good that this has been canceled in court, and now we have confirmation not only in words, but also legal, judicial that there is no special regional language in Odessa,” the writer emphasized.
As a reminder, the decision to grant regional Russian language status was made by the Odessa City Council in April 2012.
