The cabinet plans to introduce patents for taxi drivers
The Ministry of Infrastructure told how they plan to bring the transport market out of the shadows. Drivers must acquire a patent.
In Ukraine, most taxi services operate illegally and do not pay taxes. This was stated by the Director General of the Directorate of Automobiles and Electric Transportation of the Ministry of Infrastructure of Ukraine, Hamlet Poghosyan, on the air of the DOM television channel.
According to him, 95% of the taxi market is in the shadows. The region employs about 220,000 drivers.
“Today they (Uber, Uklon and Bolt – ed.) Work outside the legal field. This is a direct risk for our citizens in terms of security and defending their interests if necessary,” Poghosyan said.
He added that the taxi service in Ukraine is being reformed to remove the shadow from the transport sector.
According to Poghosyan, individual drivers working in the field of passenger transport by order will have to issue a special patent that will allow them to legally participate in this type of activity.
“Today we have devised an effective way. It is included in this bill. The essence is the following. In the field of passenger transport on demand, that is, these are not classic taxis, they are only Bolt, Uber, Uklon and others, mostly individuals, ordinary common people, not individual entrepreneurs, not legal persons. In order for them to carry out this activity legally, we introduce a concept such as a “patent”. You can call it whatever you want, the essence does not change. The patent provides for the the right to carry out this type of economic activity, “Poghosyan said.
According to him, the driver will be able to buy a patent for a year, for a month, etc. Its cost for one year will be set at the level of a minimum wage, which is set as of January 1 of this year. If the driver wants to acquire a patent for only one month, then the amount must be divided by 12. For electric vehicles, this cost will be half.
It was previously reported that taxi drivers will be able to use the public transport lane. The Cabinet of Ministers has made the corresponding amendments to the Road Traffic Regulations.
