Until the end of the quarantine in Ukraine, thousands of children who gave birth to surrogate mothers for foreigners may be trapped. Authorities say the legislation needs to be changed.
Surrogacy has become a profitable business in Ukraine. But because of the quarantine, children born in Ukraine cannot give them to foreign parents. Authorities called attention to the problem only after the publication of one of the surrogacy maternity clinics. Now, again, there has been talk of a legislative settlement in this area.
Children at the hotel
The BioTex Clinic for Reproductive Medicine has released a video showing nearly fifty babies in one room. The video was intended for surrogate parents from different countries: the United States, Italy, Spain, Great Britain, China, France, Germany, and others.
But the video was noted by Ombudsman Lyudmila Denisova, who called the surrogacy a problem that required an immediate response.
“This video is confirmation that the situation with provision of surrogacy services is a massive and systemic clinic, and surrogacy technologies are advertised and presented as high-quality products,” said Denisova.
According to the Ombudsman, this indicates that the state does not take all the necessary measures to protect the rights of children and treat them with dignity, and “Ukraine is becoming a donor country for foreigners to have children whose destiny they cannot control .

As a result, it turned out that in the Venice hotel Venice, which belongs to the owner of the biotechnology clinic, Albert Tochilovsky, there are now 51 children. 16 of them live with foreign parents. The rest are cared for by babysitters. According to Tochilovsky, the hotel has children from 27 countries.
The ombudsman sent a juvenile police check to the hotel, which he saw no problem with.

TSN journalists spoke to the father of one of the newborns: the six-month moon. The man is Norwegian. He said he lives in a hotel by force, due to the quarantine that he cannot fly to his homeland. According to him, before deciding to have a baby with the help of a surrogate mother, he and his wife tried to do it for 10 years, but to no avail.
Is it the problem at the Ministry of Foreign Affairs?
Denisova later admitted that there were no rapes by the clinic, but rather in a hotel where the children were kept clean and orderly.
Parents of 36 babies cannot come to Ukraine. They informed the Ombudsman that they had contacted the Ministry of Foreign Affairs of Ukraine, but there they offered to go first to their embassies, and then through the diplomatic appeal of these states, Ukraine was supposed to help solve the problem, but the states did not They were able to do it, and some embassies refused to do it.
According to Denisova, the Ombudsman, the Ministry of Foreign Affairs and the migration service tried to develop such a mechanism so that parents could come to pick up their children.
In particular, each of these parents must submit an application to the Commissioner for Human Rights with an appropriate statement, and the Ombudsman will help them solve the problem of entry and exit to Ukraine.
Global solution
According to Denisova, in general, in Ukraine, more than 100 children wait for their parents in different reproductive medicine centers. If the quarantine is extended, there will be thousands of those children.
One of the proposals is to allow the use of reproductive technologies by the surrogacy method exclusively for citizens of Ukraine.
The Ministry of Social Policy begins the legislative strengthening of the protection of the rights of children born to surrogate mothers. “We want children not to become an object of sale, and that women do not have manifestations of various forms of exploitation, and at the same time, we do not have the right to deprive couples who cannot bring medical indications to their children”, – He pointed out in the department.

Prices for surrogacy services in Ukraine range from $ 30 to $ 70,000, depending on the package, which includes accommodation, programs and payment for a surrogate mother, and meetings and flights.
