The European Commission introduced a package of basic principles and recommendations to help EU member states gradually remove travel restrictions and allow the tourism business to resume work after quarantine restrictions due to the COVID coronavirus pandemic- 19. One of the main sections of the document is dedicated to the safe restoration of freedom of movement and the abolition of control of internal borders by EU countries.

Member States, in deciding to remove restrictions, must act on the basis of the following three criteria:

epidemiological, particularly with emphasis on areas where the situation is improving, according to the recommendations of the European Center for Disease Prevention and Control (ECDC) and using the regional map developed by ECDC;

the ability to apply restriction measures throughout the journey, including at border crossings, including additional measures and measures where physical distance can be difficult;

Economic and social considerations that prioritize cross-border movement in key areas of activity first, including personal reasons.
The principle of non-discrimination is observed separately: when a member state decides to allow travel to its territory or to specific regions and areas in its territory, it must allow travel from all areas, regions or countries to the EU with similar epidemic conditions.
The restrictions must be lifted without any discrimination for all EU citizens and all residents of that state, regardless of nationality, and must apply to all parts of the EU in a similar epidemic situation.
Earlier, the European Commission said that EU member states should prepare for the possible start of the second wave of spread of the coronavirus COVID-19.
