Ukraine did not produce a plane with London workers in London, and the government said they want to coordinate with foreign countries the dispatch of Ukrainian workers to their countries.

In recent days, the Cabinet of Ministers has made many controversial statements about the future of Ukrainian workers who want to return to work in Europe. As a result, all of these statements turned into a huge scandal.
Doubts about convenience
On April 22, the Prime Minister, responding to a direct question about whether Ukraine will allow its citizens to go abroad to earn money, replied that the Cabinet will do its best to leave people in their homes. Because “Ukraine is also full of work”. It is true that Shmygal only plans to create jobs, and plans to pay between 6 and 8 thousand hryvnias a month.
Foreign Minister Dmitry Kuleba said April 28 that the state is guided primarily by citizens’ safety and health considerations, and therefore sending a citizen abroad in a pandemic is allegedly illogical.
Already after the London flight scandal and the meeting with the ambassadors, Shmygal erupted in a statement that the government would consider associate worker requests for temporary workers, but under certain conditions.
“An important prerequisite is legal employment for a period of 3 months, in compliance with all social guarantees and working conditions for Ukrainians. This work will be coordinated by the government office for European and Euro-Atlantic integration,” said Shmygal.
What the government suddenly decided that it could establish which of the Ukrainians, where to go and who not, the Prime Minister did not explain.
Later, however, the government recalled the Constitution and explained that it was not forbidden to leave Ukraine, but officials would very much like to leave the Ukrainian people in Ukraine.
“The state really needs these people. They are flexible, active, ready to travel thousands of kilometers from home to earn money. After all, we are not the Soviet Union, we cannot forcibly support them,” said Deputy Prime Minister Vadim. Pristayko said that he had already carried out a series of telephone conversations with officials from EU countries to form a single and effective working mechanism.

The rule on the right of citizens to freely leave the territory of the state is contained in art. 33 of the Ukrainian Constitution, and in article 2 of Protocol 4 of the European Convention for the Protection of Human Rights.
“The government is bluffing, pretending that quarantine gives them the right to decide who flies or not to earn money and that they have the authority to determine how to organize that opportunity for people. This bluff becomes even more obvious if you look at the text of the relevant law in this case on the procedure of entry and exit of Ukraine of its citizens. Also, the argument doesn’t work either: abroad, particularly in European countries, there are more threats to Ukrainians for the coronavirus than in Ukraine. In the UK itself, at least, the number of intensive care beds available and the scope of testing are incomparably greater than in Ukraine.

Poland already feels an acute shortage of Ukrainian workers. The country’s agriculture now needs several thousand workers, in June, several tens of thousands. The construction industry, which represents 8% of Poland’s GDP, also claims a severe shortage of workers. Every fifth Ukrainian builder left the country.
After the border was closed, some 150,000 Ukrainians left Poland in two waves. Basically, these are the migrants who have reached the end of their legal stay in the country. According to estimates by Gremi Personal’s analytical department, this is 12% of Ukrainians working in Poland. At the same time, a third of the Ukrainians who left Poland already want to return.
And Ukrainian workers are already traveling to Europe again. “We transport across the Polish border for 430 zlotys (2768 hryvnias). It is expensive, but we take all risks. Border guards rarely refuse entry if passengers are properly prepared,” says Anton Stischenko, LIGA.net (name changed at the request of the hero), who takes passengers from Ukraine to Poland.
In addition to Poland, labor migrants can arrive by land transport to Hungary, the Czech Republic and Belarus. The main requirement for labor migrants is a work visa.
