Ukraine’s Cabinet of Ministers approved the concept for the development of the Donetsk and Lugansk regions until 2030. During their discussion, Deputy Prime Minister Aleksey Reznikov noted that an “astronomical” amount would be needed to restore Donbass after the war.

For the minimal reconstruction of Donbass after the war, more than $ 20 billion (UAH 569 billion) is needed. This was stated by Deputy Prime Minister Oleksiy Reznikov at a meeting of the Cabinet of Ministers of Ukraine on December 23, the correspondent of the publication “GORDON”.

“All these figures, of course, are approximate, but the only thing that is clear now is that they are astronomical, and it is impossible to solve these tasks at the expense of the state budget, donors or regular loans. Therefore, the only way out is investors, “he said, introducing the concept. development of the Donetsk and Lugansk regions until 2030.

At the same meeting, the Cabinet of Ministers approved this concept. The purpose of the document is to form a new region, attractive for investment, with a developed infrastructure and an updated material and technical base. The authors of the document believe that this will become a precondition for the gradual reintegration of the temporarily occupied territories.

According to this concept, it is expected:

  • creation of three types of priority development areas: on the territory of the communities adjacent to the demarcation line, in the Donetsk and Lugansk regions and on the territory of individual industrial and recreational groups. A special regime will be established for innovation and investment activities, providing incentive conditions in the field of tax, credit and customs policy for each type of model;
  • introduction of new investment protection tools, in particular, the opening of international commercial arbitration branches with the extension of their jurisdiction in the priority development territory of the Donetsk and Lugansk regions;
  • creation of an insurance system against military and political risks;
  • consolidation in the law of the invariability of the conditions of taxation of the economic activities of investors during the term of the strategy, and more.

In 2014, immediately after the annexation of Crimea, Russia launched an armed aggression in eastern Ukraine. The fighting is between the Armed Forces of Ukraine, on the one hand, and the Russian army and the Russian-backed militants who control parts of the Donetsk and Lugansk regions, on the other. The Russian Federation does not officially recognize its invasion of Ukraine, despite the facts and evidence presented by Ukraine.
