The Winnipeg cop who issued the ‘change ticket’ has a history of combative behavior.

There is a history of confronting a Canadian cop caught on camera giving a replacement ticket to a motorist who dared to call not to wear a mask.

TMZ retrieved a video of an incident in November 2019 … in which the same Winnipeg cop was stopping a motorist in Winnipeg. The woman who videotaped the incident said she saw her fianc Cop looking out the window of her vehicle, so she asked, “Why were you looking at my truck?”

He apparently shuts off the cop … before threatening to arrest him, he swam into the man’s net, and said, “If I count 5, you’re in a cuff.”

The woman claims police put her fianc પાછળ behind her squad car and threatened to arrest her if she continued shooting. He says the cop finally lets his fiance go … but more than a year later, she says he recognized her by giving her a revenge ticket on the news.

We reached out to Winnipeg Police for comment on the November 2019 video and an official told TMZ … Both videos are now under investigation by the Winnipeg Police Services Professional Standards Unit.
