The Maryland trooper fired the DUI suspiciously while being pulled half a mile from the vehicle, police say.


A suspected drunk driver was shot and killed on I-95 early Friday morning when he pulled a Maryland trooper half a mile with his vehicle, police said.

According to the report, the investigation, which took place at 2 a.m., closed the northbound lane of the highway in Elkridge, outside Baltimore, until 9 p.m.

The officer was thrown from the vehicle after the shooting, but was not seriously injured. He was treated and released from the hospital, police said.

The man who was shot, later identified as Julio Caesar Moran-Ruiz, 36, of Baltimore, was in a Ford escape and refused an exit order from his vehicle so the troop could conduct a field health test and then be hanged by soldiers. Attempts continued, Maryland Superintendent of Police Woodrow Jones III said during a news conference Friday morning.

“Soldiers repeatedly asked to stop and warned that he would shoot,” Jones said.

He said he feared for his life when the soldiers wielded the weapon.

The vehicle came to a crash stop from the shooting, Jones said. After being thrown from the vehicle, the soldiers were found by other soldiers in the middle of the army.

He said Moran-Ruiz had no identity on him and gave the soldier the wrong name.

The squad was on duty at DUI and stopped Ford from seeing weaving in all those alleys, Jones said. The soldiers then pulled over the shoulder and saw a container of alcohol in the vehicle.
