Zhang Xiuhua said that because of this, the legislature submits a formal proposal to interpret the constitution. If the local administration and the legislature cannot take effective action to protect the health of citizens, they will betray the trust of citizens.
Zhang Xiuhua pointed out that national health and food safety are the responsibility of the government and it is the purpose of the government. As for Executive Yuan Su Zhenchang’s statement, the administrative order is superior to local self-government rules, and will act arbitrarily and violate public opinion. Therefore, in order to protect the health of the population, it is recommended that the city government and the city council establish procedures in accordance with the law and submit a request for constitutional interpretation.
