The Dongfeng-26B missile was launched from Qinghai province in the northwest, while the Dongfeng-21D was launched from Zhejiang on the east coast of mainland China. The People’s Liberation Army launched two missiles, just one day after Beijing accused the United States’ U-2 reconnaissance plane of arbitrarily breaking into the no-fly zone to conduct live-fire exercises in the North Theater of the People’s Army of Release. Previously, the United States Navy sent a two-carrier strike group to conduct missions in the South China Sea.

“So a few days later, we launched Dongfeng-21 and Dongfeng-26,” Wang Xiangsui said in a closed-door meeting at the Moganshan Forum in October. “These missiles hit a ship sailing south of Xisha.” Details were not released until recently.

Wang Xiangsui pointed out that soon the US military attaché in Geneva complained to China and said that if these missiles hit the US aircraft carrier, they would cause serious consequences. He said the United States believes this is Beijing’s show of force, but that China will do it because the other side is provoking. He said this is a warning to the United States that the other side must not take any military risks, and such actions have marked the bottom line of the Sino-American confrontation.

Hong Kong military expert Song Zhongping noted that this mission demonstrated that the PLA can perform long-range precision strikes on medium and large surface ships. “It’s not easy to hit a moving target, especially for ballistic missiles that generally hit stationary targets,” he stressed. “This mission shows that Chinese missiles are a real deterrent to American warships.”

On the other hand, Michael Raska, a security researcher at Nanyang Technological University in Singapore, said that China is developing advanced combat systems to compensate for the traditional military advantages of the United States. He noted that the key issue for the United States is that it must maintain its long-term deterrence, especially in contested areas, on the one hand, and it must mitigate risks on the other as well.

The Pentagon noted in a September report that China may have surpassed the United States in missile development and shipbuilding, and is preparing to double its stockpiles of nuclear bombs in the next 10 years.
