The fourth service of the National Army, the “Information and Electricity Force”, which is specifically responsible for fighting the Chinese cyber army. In 2017, Huang Gangzheng and 5 other NCOs were assigned to play the role of Red Army hackers in Exercise Hanguang. Huang Nan and others performed brilliantly, and were also credited for credit afterwards. The praise, unexpectedly, the hero turned into a bear after the exercise. The Investigation Office was considered a real spy and was transferred to the Superior Prosecutor’s Office for the investigation for the crime of internal disturbances and foreign disturbances, fulfilling the task, two people will not be prosecuted and the remaining three are under investigation.

Huang Gangzheng, who was originally transferred as a spy, joined the military after graduating from the Department of Information Engineering at the National Defense University. At the same time, he continued studying at the Automation Institute of Taipei University of Technology. It was supposed to serve for 10 years. He was worried about being scared, so even if he only turned 5, he would have to pay nearly a million yuan for early retirement, and he resolutely retired last year.

“Apple News” exclusively revealed this absurd case in May of last year. When Huang Nan was interviewed at the time, he thought he was full of enthusiasm in the army and was investigated as a suspect for conducting training missions. In addition to expressing “regrets, feelings and chills”, I am also distressed by the vile fighting culture of the senior national army: “Our enemies have not been annihilated and our own people will kill our own people first.”

Now that justice has finally restored his innocence, “Apple” contacted Huang Nan again today, but after he was discharged from the army, he has served as a lecturer in the academic unit of the Ministry of National Defense. Problem, and so far as he knows, the Ministry of National Defense has revised some of the regulations.

This case was caused by the 2017 Hanguang 33 exercise. At that time, the cyberwarfare wing dispatched more than 10 noncommissioned officers to act as hackers for the Chinese Red Army, posing as imaginary enemies to launch attacks. The National Army planned more than 170 units to be tested and defended at random. Hackers from the Red Army arrived. This was the first time that the Hanguang exercise included joint resource and energy operations. Important elements of the exercise included “weakness scan”, “network intrusion”, “web page replacement”, “phishing emails” and other conditions.

It is understood that the Cyberwar Alliance Red Army hackers at that time received instructions from their superiors to implement the cyber offensive and defensive plan. They already had “battlefield management” before the exercise, which was a hacker penetration test method. the website structure of the unit tested and check for any weaknesses in information security. During the exercise, they were ordered to attack the target under test ─ ─ the website of the Office of the Deputy Chief of Staff of the General Staff Headquarters of the Ministry of National Defense. They immediately used the cryptic SQL data attack method commonly used by hackers to find loopholes in the network system and obtain the network administrator account password from the highest authority.

It is understood that these Red Army hackers broke into the website of the Office of the Deputy Chief of Staff in two or three attempts and invaded the database of the National Army’s human resources management system. Between them, Huang and Deng downloaded the academic experience of then Minister Feng Shikuan. and Chief of Staff Li Ximing, staff information such as birthday, address, etc., and after breaking the website to capture the information, follow the instructions to capture the information and paste it into the Intranet Training Honor Roll National Military, complete the task and congratulate the achievements.

In this exercise, the Cyberwarfare Wing sergeants performed brilliantly as an imaginary enemy. After the exercise, they not only received meritorious awards, some even received the honor of “Model of Information Security”. In the following month, he also kindly reminded them that the unit under test must fix the information security loopholes and then log into the military personnel management system for a defect review.

Unexpectedly, after the exercise, the Investigations Office was informed that the website of the Office of the Deputy Chief of Staff of the General Headquarters had been hacked and the personal information of the generals belonging to national defense secrets was stolen. The Bureau of Investigation went to forensics and found that before and after the 2017 Hanguang exercise, many people invaded the country’s army personnel management system under false names, and had examined and downloaded the personnel files of many generals. After locating the IP address of the hacker who broke into the military network and took the personnel information, the Guoan Station of the Investigation Bureau reported to the Superior Prosecutor’s Office in June and July last year to register the Army Information Command and Communications, many laptops, mobile phones, etc. It exposed and interviewed five NCOs from the cyber warfare wing, from sergeant commander to lieutenant colonel, who participated in exercise Hanguang and subsequent offensive and defensive exercises.

The Bureau of Investigations believes that members of the Cyberwar wing used hacking techniques to invade the website of the human resources system of the Ministry of National Defense to download personal data of national army generals. After the Hanguang exercise, there were still several records of fake logins, in addition to a letter from the Ministry of National Defense. The personnel data of the generals of the National Army are all classified. Therefore, it was determined that the sergeant of the cyber war wing constituted the crime of “espionage and collection of secret documents for national defense.” in the crime of internal and external disturbances in the Penal Law Five sergeants were transferred to the Superior Prosecutor’s Office for investigation.

However, after an investigation by the Superior Prosecutor’s Office, it was determined that Huang and others were fulfilling their duties in accordance with the law. Huang and Deng were not prosecuted first. As for the other three transferred sergeants, another case is still under investigation. (Su Enmin / New Taipei Report)
