In accordance with WHO’s rules of procedure and past practice, the Director of the WHO Secretariat has the discretion to invite observers to attend WHA. For example, China was invited to attend WHA as an observer for eight consecutive years from 2009 to 2016 and made specific contributions.
The Foreign Ministry reiterated that Resolution 2758 of the United Nations General Assembly and Resolution 25.1 of the WHA only address the issue of “Chinese representation” and do not refer to Taiwan; These two resolutions do not grant the People’s Republic of China the right to represent the people of Taiwan Rights. The Government of the People’s Republic of China does not have the right to represent 23 million people from Taiwan in international organizations. Only the elected government of Taiwan has the right to represent the Taiwanese people at WHO and is responsible for the health and well-being of the Taiwanese people.
