The content of the resolution first appeared in a memorandum issued on November 27. The resolution stated that the executive and judicial branches of the Pennsylvania government usurped the constitutional power of the legislature to make electoral rules.
The resolution stated that these officials approved “illegal changes to the rules governing the state elections of November 3, 2020, which violate the powers of the United States Constitution granted to Congress.”
The resolution urges the Pennsylvania Secretary of State to withdraw “premature certification” for the presidential election and postpone certification for other campaigns. The resolution also announced that the outcome of the 2020 elections is controversial and urged the United States Congress to declare that “the current Pennsylvania presidential election is controversial.
The Pennsylvania Republican Congressman said in a statement: “During the 2020 election, there have been some compromises in Pennsylvania’s election laws. There have been many documented violations during the vote-by-mail, pre-inspection and inspection process.” And the misconduct disrupted our electoral process, so we cannot accept the certification of state election results. “
They added: “We believe this is a critical and important time. The Pennsylvania State Assembly must take extraordinary steps to respond to these extraordinary issues. We also believe that, as the legislative branch of the Pennsylvania government, our representative oversight roles require us to renew Exercise the powers granted by the Constitution and act immediately. “
The text of the proposed resolution lists three steps taken by the judiciary and the administration to change the electoral rules:
First, on Sept. 17, the Pennsylvania Supreme Court “unilaterally and unilaterally” extended the deadline for receiving ballots by mail, stipulating that ballots without postmarks would be considered timely and allowing the receipt of ballots with unverified signatures.
Second, on October 23, at the request of the Secretary of State, the Pennsylvania Supreme Court ruled that it is not necessary to verify the signature on the mailed ballot.
Third, on November 2, the Secretary of State “encouraged certain counties to notify political parties and candidate representatives of mailed voters after discovering that mailed ballots were defective.”
All of these changes violate Pennsylvania Election Law, which requires mailed ballots to be received by 8 p.m. on Election Day, stipulates that signatures on mailed ballots must be verified, and prohibits counting of ballots. defective ballots mailed.
The resolution also listed several election violations and possible fraud, including several questions raised by witnesses at the Pennsylvania Senate Majority Policy Committee hearing on November 25.
The resolution read: “On November 24, 2020, the Secretary of State, regardless of the ongoing litigation, unilaterally certified prematurely the results of the presidential elections of November 3, 2020.”
“The Pennsylvania House of Representatives is responsible for ensuring that no citizen of this state is deprived of the right to vote, insisting that all elections be conducted in accordance with the law and that every legal vote is accurately counted to comply with the (requirements) of the public. “
Pennsylvania Republican State Senator Doug Mastriano said Friday that the state legislature, controlled by the Republican Party, will try to withdraw the power to appoint voters from that state to the Electoral College. He said Republican lawmakers can begin this process on November 30.
