On August 13, 12 adults with 6 children, 18 people ran to the camp along the Genkura River in Kanagawa prefecture to play water and barbecue. However, the weather was unstable and they were repeatedly discouraged from leaving by the reservoir management staff, but they refused. On August 13, 21 years ago, the day of the incident, 50 tents were camped on the river bed. At approximately 3:20 p.m. that day, patrol officers reminded the public that the water level was rising and implemented persuasion to move away. After the flood broke out again, the group still refused to listen. The water level reached the chest. At this time, the rescue was too late. The river was very rough. The rescuers were helpless. 18 people were trapped in the river, just like the Bazhang River incident in Taiwan.
