The plan, which for a time was completely open online, consists of twelve A4 pages. It is dated late April this year and contains information on how and where pandemic patients should be cared for.
This spring, there was a conflict over part of the plan when the IVA-Kronan field hospital was commissioned. Although the plan was not public at the time, it was referenced in the debate and modified several times during an early stage of the pandemic. In version 1.0, IVA Kronan was not included at all, in 2.0 the places were prioritized quite high and in 3.0 Kronan had moved down, all based on information from those who debated the issue at the time.
When Dagens Nyheter previously requested the plan, it has been classified. After an appeal in two legal instances, DN previously had to participate in a heavily masked version. Ten of the twelve pages are completely black, as in a single line or in a single word.
The ruling states that: “The Court of Appeal agrees with the Sahlgrenska University Hospital assessment that, with the exception of the information mentioned above, it can be assumed that the hospital’s opportunities to prevent and manage crises in peacetime are they counteract if the requested information is disclosed. “
On Monday, the DN reporter found the plan on the Internet. When we contacted Sahlgrenska to inquire about this, the document was immediately removed. In an email to DN, Chancellor Eva-Marie Ekman writes:
“The epidemic plan of the hospital it has been handled with due respect to the current legislation on confidentiality. Once the online epidemic plan has been achieved, the hospital will initiate an incident analysis to investigate what has been broken in procedures. “
