For several years, Lund University has wanted to expel a medical student who has been convicted of raping another student. But it was only when the Supreme Court in April this year sentenced the man that the student could be suspended.
Another notable case concerns a Karolinska Institutet medical student who was convicted of crimes of child pornography but could not be suspended because the crime was not considered serious enough.
A few years ago, it was reported that a medical student was able to continue his studies despite being sentenced to nine months in prison for abusing his wife.
The government wants to change this and therefore has designated an investigation to clarify the law and review what applies when a state college or university wants to separate students who are “directly inappropriate” for an education.
– They are educations where students during their training and later in their professional life come into contact with people who depend on them and where their professional role is based on having confidence in them, says Matilda Ernkrans (S) who is Minister of Higher Education education and research.
– And it can be cases of serious crimes, such as crimes of child pornography, aggravated assault on women and rape.
A university that today wants to close a student from an education must report it to the University dismissal committee, which then makes the decision.
– It has often happened that the board has failed to demonstrate that there has been a significant enough risk that the student could harm another person or valuable property during education, says Matilda Ernkrans.
Therefore, the investigator should review whether the Higher Education Law should be changed so that the board has a greater opportunity to separate students.
The query will also see if the debit register can be used further.
Today is marked for example, students of teachers when they do an internship. In some cases, this has resulted in students being unable to undertake an internship after they have been found to have committed a crime. Which in turn has led them to not be able to graduate.
– Therefore, the researcher should consider whether to check the load record already at the time of admission to certain training courses, and whether a control should be introduced in higher education rather than in teacher and care and nursing training, says Matilda Ernkrans.
Doesn’t everyone have the right to move on in life, for example by getting an education?
– That is absolutely the case, you should be entitled to a second chance after serving your sentence. That is why this research is necessary and so important. You must take a stand on different ethical and moral values that are opposed to each other.
– Basically, as a student you have the right to your education and in order to complete it, it is important to safeguard that right.
