The criticism of the municipality’s proposal: “Completely inappropriate”

The Åmål municipal commander has no work instructions, which violates the law. This was Dalsland Trial Newspaper First with counting on

The instruction for the city manager is a to-do list, and an important reason that the requirement that was introduced into the law on January 1, 2018 was to clarify the dividing line between politics and administration. A commander in chief is a non-political service.

Now the Municipality of Åmål has produced an instructional proposal for the new municipal manager. He says:

“The municipal director can, on behalf of the president of the municipal council, represent the person where necessary.”

Former Social Democratic politician

Anders Sandén has previously been president of the Sigtuna municipal council. He has also been a member of the central board of the social democratic party in Stockholm.

But for the top municipal official, this is very inappropriate wording, says Jan Turvall, associate professor at the University of Gothenburg and an expert in administrative law.

– That is the basis of our democracy, that we go and vote. And then we must know. We can vote for political opinions, but we cannot vote for the way an official does his job. Therefore, it is an important dividing line between politics and administration, says Jan Turvall.

“Very doubtful”

Commander Anders Sandén also thinks that the writing is problematic.

– I haven’t seen that newsroom. It wasn’t me who wrote the instructions.

Would you be prepared to get on the chair?

– I think it’s very questionable. Not in any political position or political assignment. Representing the municipality in this context is not possible. But it is about representation or courtship, or in the meeting with some association, so I think it may go well, says Anders Sandén, who also says that he already requested an instruction when he was interviewed for the service.

The municipality of Åmål has declined to comment on the instructions, claiming that the opposition has denounced the matter to the administrative court.
