Education Minister Anna Ekström presented the proposal during a press conference on Friday. The Swedish School Inspectorate will submit a query response, but already says it is good to have clearer legal support.
– It’s serious because it’s about the students. The clearer the law, the easier it will be for us, as a supervisory and supervisory authority, to act and strengthen misconduct, says Helén Ängmo.
What can be the shortcomings in these cases?
– It can be from problems with safety and peace in the study to deficiencies in teaching, which has not ensured the health of the student or fundamental deficiencies in the responsibility of the director. In combination with other things, it can also be unqualified teachers.
She says that the Swedish School Inspectorate currently has several schools in which they have noticed recurring deficiencies.
– But then they have corrected the deficiencies for the next inspection and then we had to start over from scratch, says Helén Ängmo.
Must be able to close municipal schools
Currently, municipal schools cannot be closed. And in only one case, a school in Botkyrka, the Swedish School Inspectorate considered the deficiencies so serious that they entered and temporarily took over the business.
In the new proposal, it will also be possible to close municipal schools.
– Today, if there is something very serious in a municipality, then the last measure is what is called “state correction measures” and that means that we intervene in a municipality and draw up a plan of what should be done.
It is now proposed that this possibility be replaced by a commercial ban.
– It’s something we can see. These are fundamental differences between independent and municipal schools, says Helén Ängmo.
Unaffected by the new privacy
On September 1, a new secrecy policy came into effect, which means that it is only possible to participate in school statistics at the national level and therefore it is not possible to compare individual, municipal or independent schools. But according to Helén Ängmo, it shouldn’t be a problem when it comes to school closings.
– This proposal builds more on our previous research and is about schools that we know about. But in the long run, it is a problem for all school authorities if we do not have access to the statistics.
