The crisis in the prison service is now so serious that the responsible authority has decided to go into the so-called personnel situation.

“Occupancy in institutions is currently over 100 percent and in prisons just under 100 percent,” writes the director general of the Swedish Prison and Probation Service, Martin Holmgren, on the Dagens Nyheter debate page.

According to Holmgren, the authority runs the risk of not being able to carry out its three basic tasks: ensuring relapse prevention activities, maintaining security and receiving all suspects or convicted persons.

“At this time, our resources will address the lack of space and solve urgent problems in the form of disruptions and logistics concerns,” he writes. This is the background of the Swedish Prison and Probation Service which is now creating a crisis management staff.

“Within a staffing organization, we can shorten decision-making paths and focus resources to quickly find more temporary locations to deal with the emergency situation,” Holmgren writes.
