Prosecutors close investigations against police chiefs

The actions of the police chiefs were questioned heavily by experts who, among other things, called it corruption. The review also drew strong reactions from several police officers who did not even know about the foundation’s apartments or that the foundation distributes grants to needy or heroic police officers.

The Chief of the National Police, Anders Thornberg, denounced the handling of the police chiefs of the rental apartments in central Stockholm to special investigations, which is a department within the Police Authority that investigates crimes committed by the police . In addition to the report of the Chief of the National Police, there were complaints against the chiefs of police of individuals and policemen.

Joakim Zander of the special counsel’s office began a preliminary investigation into infidelity against the director and gross misappropriation. You have now decided to close the preliminary investigation.

– It has not been a matter of bribes because you cannot bribe yourself and it has not been a matter of infidelity to the principal because the apartments have no value in themselves. They have since rented to market rental, so this is not a serious misappropriation, says Joakim Zander.

So doesn’t it matter that these are attractive rental apartments in Stockholm’s city center, given the real estate crisis in the capital?

– It could be important if it had been a matter of bribery. So it would have been a privilege to get an apartment in Stockholm before everyone else, but you can’t bribe yourself, which has been the point here.

The criticism of the procedure of the police chiefs has been that it is a corruption of friendship. But this is a question that Joakim Zander does not want to go into.

– It is possible that it is about corruption of friendships. But that I have not investigated. I am only investigating criminal law issues.

Should your decision to close be interpreted as meaning that it is free for board members to obtain an apartment on the property in question?

– Yes. If you have let your board members take the lead in some kind of queue, it has not been a crime under the Penal Code. So one might think it is inappropriate if it is. They themselves have stated that there has been no one else in the queue, but I have not checked it because it has not been decisive for my decision.
