The government S Ingvar Carlsson decided that Estonia would not be rescued and then tried to cover the remains with concrete.
Today, none of the responsible ministers of that time wants to comment on the revelation of a large hole in the ship’s hull.
Former Estonian prosecutor and investigator Margus Kurm now accuses the Swedish governments of knowing the status of the shipwreck, but hiding it.
Prime Minister Ingvar Carlsson promised first that the government would do everything in its power to get M / S Estonia out of the bottom of the Baltic Sea, at any cost.
But on December 15, 1994, the government took a 180 degree turn.
– M / S Estonia will remain at sea, said Ingvar Carlsson, referring to ethical aspects.
Soon after, the government decided that the remains of the passenger ferry would be made of concrete.
Today Discovery documentary makers revealed that the post-Estonian shipwreck has significant damage in the form of a four-meter-long hole in the hull.
The discovery is described as a breakthrough and has prompted the Estonian government to demand a new underwater study.
Nobody wants to answer
Aftonbladet has sought out all the responsible ministers during the 1990s who made decisive decisions about M / S Estonia, but today no one wants to comment on the sensational revelation.
Carl Bildt (M), who was prime minister at the time of the sinking, declined to comment.
Today, Ingvar Carlsson, 85, who took over as prime minister just over a week after the ferry disaster, refuses to be interviewed via the press service of the Social Democrats, referring to the fact that he “generally participates less and less in the media. “
Inés Uusman (S), who was responsible as Minister of Communications and decided to cover with concrete, has not answered the phone for several days.
As Minister of Public Works, Mona Sahlin (S) was also responsible for Estonian affairs when the 2004 revelation on the transport of arms in M / S Estonia occurred, but today she declined to comment. The head of government, Göran Persson (S), could not be contacted during that period either.
In addition, Aftonbladet has sought out Interior Minister Mikael Damberg and Foreign Minister Ann Linde, who also declined to comment.
The Interior Minister tells Expressen.
– Now our expert authorities must assess and verify this information before we comment on such a thing, says Interior Minister Mikael Damberg of further investigations.
Following the disclosure of the arms shipments in M / S Estonia in 2004, the Estonian government appointed an investigation led by former prosecutor Margus Kurm. In interviews with today’s newspapers, he accuses the Swedish governments of having obscured what actually happened to M / S Estonia.

Estonian researcher Margus Kurm, left, now accuses Swedish governments of knowing the status of the shipwreck, but hiding it. Prime Minister Ingvar Carlsson decided that Estonia would not be saved
He accuses Sweden of lies
In the newspaper Eesti Päevaleht 25, he states that the Swedish ministers had in-depth knowledge of the state of the shipwreck, already shortly after the disaster, which they had decided to keep secret. He points out that Sweden is and was a naval nation with submarines and great resources for submarine operations.
– Does it sound reasonable that a state that has the opportunity to investigate an accident in which 850 people died would not have done so? Wouldn’t the Swedes have sent their divers to the wreck in 1994 and ignored the wreck examination? They probably went there and examined everything that could be examined, says Margus Kurm.
When the newspaper asks if the Swedish government may have lied to Estonians, it responds:
– And and.
The former prosecutor also points out the Swedish government’s desire to decide first not to save the ferry and then cover it with cement on the seabed.
– 400,000 cubic meters of sand and stone were transported there and in February 1995 a serious peace decision was made very quickly, while the commission of inquiry was still working. After that, the December 1994 dive videos disappeared and regarding the copies that were made public, SKL has stated that some of them have been tampered with, says Margus Kurm to Eesti Päevaleht 25.
Aiming for underwater collision
The former prosecutor now wants to see a new and transparent investigation into the accident that he himself believes was caused by a collision between Estonia and a submarine.
– Since this damage is below the waterline, none of the survivors have spoken of any ships on the surface of the water, there are many indications.
Aftonbladet has reached out to Margus Kurm for comment, but has not been contacted. The Swedish government has not returned any comments other than the press release sent this morning.
