When the Crown Commission presented its report two weeks ago, the Minister of Social Affairs, Lena Hallengren (S), announced that the government planned to designate an investigation with the task of presenting a proposal for a new law of care for the elderly. The objective is to strengthen care for the elderly in special homes and in home care.
The government has now decided that the allocation will go to the CEO of the National Board of Health and Welfare, Olivia Wigzell. At a press conference today, Lena Hallengren presented the investigation guidelines.
– The task is divided into two parts. On the one hand, the researcher must propose completely new elderly care legislation and, on the other hand, the researcher must consider and present proposals that strengthen access to medical competence, Lena Hallengren said at the press conference.
The new legislation will complement the Social Services Law and give the care of the elderly a clearer mission and content. Among other things, it should contain provisions on a national plan of care, a national government document that, according to Lena Hallengren, can be compared to the school’s curriculum.
– An important topic for research will be to take a position on which areas should be covered by a national care plan. It may, for example, be about people, competence, forms of collaboration, Hallengren said.
With regard to medical competence in the care of the elderly, the investigator should review Yes and in that case how Nurses and doctors must be available 24 hours in nursing homes. The investigation will also review whether each municipality should have a physician in charge of medicine, the so-called MAL, who has overall medical responsibility for medical care in elderly care, home care and home health care.
– Nothing prevents the municipalities from hiring such a doctor today. But the investigator will review whether a legal requirement should be introduced, Lena Hallengren said.
Finally, the research will also analyze whether it is necessary for municipalities to carry out medical interventions related to patients.
– This possibility must be carefully investigated so as not to generate new ambiguities about the responsibility of care.
Olivia Wigzell will submit her proposals before June 30, 2022.
