A review by Ekoredaktionen on Swedish radio on COVID-related IVO reports in nursing homes in Sweden shows that, on many occasions, the elderly have been locked in with, among other things, furniture blocking doors. In several of the cases, it has occurred in homes with dementia. One of the cases concerns Partille, something GP reported on in June.

At that time, a chair was placed under the door handle so that the resident could not leave their apartment.
Daniel Pus, head of the department of care for the elderly in the municipality of Partille, explained then that “it is a direct trampling. It is not allowed to prevent anyone from leaving their apartment.”
The incident prompted the municipality of Partille to conduct its own investigation and report the incident to the Swedish Health and Care Inspectorate, Ivo.
Personnel changes
Daniel Pus now says that it was two substitutes who were alone in the department at that time.
– It was a new situation, some concerns about covid-19 and they wanted to prevent the spread of the infection in the unit, where the infection was found at the time, he says.
– They wanted the residents to stay inside their rooms as long as possible due to the risk of contagion, but of course you shouldn’t lock them up, says Daniel Pus, adding that it was a unique event.
Now the municipality considers that it has taken the necessary measures to prevent something similar from happening again and Ivo has closed the case.

What are the measurements?
– In the future, there will be regular employees on site in one unit. This is because they know our routines better and what applies. Of course, substitutes should have it too, but regular employees have better experience and competence, says Daniel Pus.
– Since then, we have worked hard to increase competition around covid-19, among other things by training so-called covid agents in all our care units for the elderly, where they acquire special knowledge about protective equipment, methods of work and procedures in case of suspected infection.

Earlier this summer, he mentioned that staff reinforcement is a way to solve problems, for example in homes for people with dementia, if it is too much for the staff. How did it go
– If necessary, we will bring reinforcements and we do it continuously, says Daniel Pus.
Curfews will soon be lifted. How did you prepare?
– Next week, the National Board of Health and Welfare will present guidelines, based on which we will see the approach, but we plan to open on October 1.
