New demands to the municipality of Vellinge after the death of 6-year-old Rai

Six-year-old Rais had just started first grade at Tångvallaskolan. During their second day of school, on August 18, three teachers had a swim activity with 40 children in the school pool.

Rais couldn’t swim but he was learning. The motive for the accident that took his life, and the details of the activity, are now being investigated by prosecutors.

The three teachers have been notified of the suspicion of having caused the death of another person.

The criminal investigation is delayed

– I don’t know when this investigation can be completed. Three months have passed and I find it hard to believe that we will be ready in six months, prosecutor Klas Norelius tells Läraren.

The Swedish Work Environment Authority requested its own investigation from the municipality of Vellinge. The municipality had a law firm implement it and the result was ready on October 23.

But the Swedish Work Environment Authority is not satisfied with the material provided by the municipality of Vellinge.

The mourner placed flowers, candles, and pictures of children by the pool where Rais had died.

The agency requires Vellinge to further investigate and take into account the risks of bathroom activities, and create routines so they can be carried out safely.

Ready for the last of February

The municipality must report this no later than February 28 or pay a fine of SEK 40,000.

– It should be clear what applies when you are responsible for such activities and what you are expected to do, says work environment inspector Patrik Nilsson to Läraren.

– In the general routine, it can be stated that it should be noted if there is something that deviates on the occasion of the individual bath and that it must then be evaluated by the person responsible for the activity.
