The decision is made after a private person has made a report to the social welfare board.
– I can confirm that we have received a letter from an individual who refers to the decision made by IVO and wants the prosecutors to initiate a preliminary investigation into the crimes due to the deficiencies presented in the procedures of the Social Welfare Board, says the Prosecutor Chief Torsten Angervåg in a press release.
The Norrköping Prosecutor’s Office will now prepare a report and the prosecutors will review the information used by IVO in its decision.

It was in January that the three-year-old “Little Heart” was found dead in her home.
Before that, she had been transferred from her foster home to her biological parents despite her substance abuse problems.
Norrköping Municipality has not found any deficiencies in its own review, but according to IVO, several mistakes must be made. Among other things, the municipality must have failed to fulfill its responsibility and must have handled the complaints of disturbances incorrectly.
– The best interests of the child have been eclipsed. Not enough importance was given to the rights of the child. IVO directs strong criticism of the municipality, which we believe has not assumed its ultimate responsibility, said IVO CEO Sofia Wallström at the press conference where the investigation was presented.
