The number of elderly and disabled people who have not been allowed to participate in caregiving interventions has skyrocketed during the pandemic. Behind the increase are, among other things, people who have abandoned home care for fear of covid-19.

– It really is a big increase, says Kaisu Kull, inspector of the Swedish Health and Care Inspectorate (Ivo).

New statistics from Ivo show a record increase in people who have been granted social services and LSS contributions, but have not been able to participate in the contributions within three months. Last year, there were approximately 9,900 cases from January 1 to August 31. During the same period this year, it is about 18,200 pieces, of which just over 8,900 are directly related to the corona pandemic.

– It’s alarming, says Kaisu Kull.

“Save the infection”

Elderly care is overrepresented when it comes to people who have not received its approved interventions. The number of cases has more than doubled during the period under investigation, and most of the cases are related to the consequences of the pandemic. These are, for example, people who were not allowed to participate in their daily activities and people who were not allowed to move into short-term housing, as many municipalities closed these activities during the pandemic.

– Then maybe a relative can take care of the sick person. Many have probably had it very difficult, and now also for a long time, says Kaisu Kull.

But they are also about people who have given up their efforts, for example, refused to move into a nursing home or stopped receiving help from home care.

– Home care service is an effort in which people say they are afraid of infection and therefore do not want help, says Kull.

Can be sanctioned

Many people with disabilities have also lost their approved contributions under LSS. A large majority are people who have not been able to carry out their daily activities due to the closure of the municipalities.

– Daily activities are an important contribution for people with disabilities. Through effort, people get a job and a meaningful everyday life and for many it is a way of structuring life, says Kaisu Kull.

Ivo can, through the administrative court, award the municipalities a fine if the authority considers that people have had to wait an excessively long time for their intervention. At the moment, it is not ruled out that it happens, says Kaisu Kull.

– I read about a case where an individual has been waiting for an effort for more than a year and the municipality has always had a sign of lack of resources. Now all of a sudden it says instead that the effort has not been made due to covid. It really makes me think, he says.
