DN revealed this summer that the Swedish Meteorological and Hydrological Institute, SMHI, sold the business that sells forecasts for international shipments to a former director of that particular business. The deal took place in relation to the boss who left authority.
Mikael Oscarsson is a Member of Parliament for the Christian Democrats and works primarily on defense issues. She has reacted strongly to DN’s revelations about SMHI.
The deal has been reported to the Swedish Ombudsman, the police and the Competition Authority, which, however, closed the case by referring to EU regulations. The procedure is also notified to the European Commission. Experts in administrative law, acquisitions and the openness principle have criticized the way the deal was carried out and the lack of documentation and transparency.
Now Mikael Oscarsson presented an interpellation to the Minister of the Environment Isabella Lövin (MP).
“Has the Minister taken measures to guide the authorities under the Ministry of the Environment, regarding the issue of starting a business and selling to former managers? Are there guidelines on sales processes and transparency?
What measures does the Minister intend to take to curb corruption and similar inappropriate behavior in the authorities under the Ministry of the Environment? ”Oscarsson writes in the question to the Minister.
– I think it’s remarkable, what has emerged. Can an expert state authority be allowed to behave like this? There are too many weird things about this. It deserves a discussion in the Riksdag. Does the Minister of the Environment consider that this has been handled correctly and what confidence does she have in the head of authority? Oscarsson tells DN.
Oscarsson has reviewed SMHI’s budget and claims that the authority receives SEK 294 million in state support.
– You also have the audacity to ask for an additional 20 million in credits for expenses related to the apparent sale of something that was previously a source of income.
He believes that there is a lack of clear regulations against representatives of the authorities who change their minds quickly.
– Can there be other spin-offs like this with “extra prices”? It is valuable to discuss both the individual case and in principle. It becomes particularly serious, as in this case, where obviously it is the assets that the taxpayers have indirectly that can be accidentally disposed of in this way without others having the opportunity.
