There are many inmates who are allowed to share two in a room, increasing the risk of discomfort and incidents, according to Martin Holmgren.
– It can be threats, violence and harassment between inmates and sometimes threats and violence against staff, he says.
The increase in incidents in recent years can be seen in statistics from the Swedish Prison and Probation Service.
– It is clear that with the occupation situation we have now, the risk of this increases. There have just been more inmates, says Martin Holmgren in Actually.
Relapse prevention
Much of the mission of the prison service is to work on the prevention of recidivism.
– It’s about ensuring that you have a good job, a good education, and the opportunity to work in existing treatment programs. It is clear that when the number of prisoners increases, it is difficult to get everyone to have full employment and for everyone to have the opportunity to work equally qualitatively on treatment, says Holmgren.
More staff have been hired, but that doesn’t solve the problems.
– There may be other obstacles, such as space. Not everyone can work in the same room at the same time, says Martin Holmgren.
2000 new places are planned
According to the Director General, the problem lies in the fact that several years ago a lot was dismantled and that the existing facilities were not maintained.
– Then came a turnaround in 2016-2017, since then the inmate numbers have increased dramatically, says Holmgren.
To cope with the problems, 2,000 new places are planned within ten years, but it is doubtful that this will solve the situation according to the Swedish Prison and Probation Service itself.
