Gothenburg has the right to exempt the entire municipality from electronic law

The message from the Migration Board about the possibility of exemptions, which has been hotly debated since January, was already announced on election night, but went unnoticed.

The decision means that the eleven municipalities that requested to be exempt, not only parties, but all municipalities, will have the right to do so as of July 1, when the special law begins to apply.

However, the decision does not mean that asylum seekers do not get Moving to these municipalities and excluded areas, only those who do this after July 1 lose the right to daily allowance.

The Migration Board writes that “It does not conduct any examination or evaluation of the reported areas, but is tasked with collecting and providing a list.”

When the reporting period ended, the Swedish Migration Board was able to establish that eleven municipalities had notified their entire municipality. These were Botkyrka, Eskilstuna, Filipstad, Gothenburg, Helsingborg, Katrineholm, Kristianstad, Landskrona, Malmö, Perstorp and Åstorp.

13 municipalities reported that certain areas of the municipality had socioeconomic challenges. Two municipalities, Borås and Jönköping, informed the Migration Board that they did not intend to report any areas.

Today, there are 15,000 asylum seekers living in one of the Migration Board residences and around 21,000 living in their own accommodation, ebo. It is still too early to predict how the distribution between the own accommodation and the civil housing of the Migration Board will be in the future.

“What we believe is that the proportion of people living in civilian housing will increase,” says the Swedish immigration agency Anna-Johanna Viking in a press release.

In Gothenburg, the governing Alliance opposed the exclusion of the entire city. Instead, they wanted to select a number of areas, mainly those that the police classified as particularly vulnerable. But Social Democrats along with Democrats pushed the line to exempt the entire municipality and garnered the support of Sweden’s Democrats.

As the red-green parties went in a separate line, about not exempting any part of the city, the decision in the council on April 16 was to propose to the Swedish Migration Board to exempt the municipality as a whole.

Later, the alliance warned that Gothenburg would lose the opportunity to make some exceptions, as the law, as judged, did not give it space.

After the message says The leader of the social democratic group in Gothenburg Jonas Attenius told DN that the decision was expected.

– We did different evaluations. But we believe that what was relevant was clear at the base of the decision. The Swedish Migration Board wrote that they had no allocation to assess the municipality’s choice areas. Of course, it is positive that we have now received confirmation of this. But this should only be seen as one of the many measures to achieve the goal, to fight segregation.

Now it is not clear how long the possibility of exempting entire municipalities will remain. After the debate that erupted, Justice Minister Morgan Johansson (S) tells DN that the government “is closely following the issue” and “will be back shortly.”

Gothenburg leader Liberal leader Helene Odenjung’s assessment is that there will be new rules for next year. About the message from the Swedish Migration Board, he tells DN:

– It was never intended that an entire municipality could be exempt. That goes far beyond what the bill was about. So we still believe that we put forward the reasonable proposal, which the County Administrative Board also considered reasonable. This will only apply in 2020. I know there are new rules in preparation for next year. And in reality, this probably won’t have much of an impact, given that few asylum seekers come to Sweden now.
