Before the summer, the Swedish Tax Agency received a government assignment to strengthen population register efforts in working against serious organized crime.
It is a kind of pilot project in which the city of Gothenburg and the municipality of Södertälje have shown interest. Now the authority and the municipalities must work together to develop working methods and methods for the incorrect registration of the population linked to organized crime.
– This is important for several reasons. On the one hand, we have cases in which up to 30 people are registered at the same address to use the assistance systems. It involves black contracts and trading them. It is important for area safety that you know who lives there, says Axel Josefson.
Select wrong entries
The purpose is to find out who lives within the municipality by making sure that grants are not paid for the wrong reasons, as parties of organized crime were known to be in a system to select grants by registering at the wrong addresses.
But it is also seen as a good way to access other forms of organized crime.
– First, better control and that we can start a better collaboration with government agencies. We need better collaboration to access organized crime, says Axel Josefson.
In addition to the Swedish Tax Agency, authorities such as the employment service and the social security office also participate in the work. The reason why Gothenburg was selected, together with Södertälje, to participate in the pilot project is that the city has shown interest in participating.
Give another weight
– We have vulnerable areas in the city and we are part of the group that the government has around the municipalities that have vulnerable areas. In that context, we have said that we want to participate in this, says Axel Josefson.
The Swedish Tax Agency hopes that the cooperation will turn out so good that more municipalities want to work in a similar way in the future. Authorities have previously worked to map systematic errors in the population register.
– The experiences from that job will be used, but the government assignment gives the job a whole new weight, says Anders Klaar, coordinator of the government assignment, in a press release.
The Swedish Tax Agency prioritizes population registration crimes. As of July 1, 2018, it is illegal to register incorrectly. Intentionally incorrect population registration is a crime that can result in a fine or imprisonment, if serious up to two years in prison.
