Despite the fact that HVB homes have been criticized for abuse, violence and insecurity, they are allowed to continue receiving children and young people. Last year, only three of the 200 homes criticized for neglect were closed. This is shown in the SVT review.
However, in many cases, youth, parents and staff have sounded the alarm to authorities.
Criticism for several years in a row

Mölnbacka has a new management, and they say that the problems have been fixed and that they cannot comment on what happened last year. However, they were also criticized during this year’s inspection, in part because Ivo felt they were unclear about the purpose of the investigations they conducted when something went wrong.

SVT’s review of the 50 houses that received the most serious criticism from Ivo last year shows that 22 of them have received criticism over several years. Thirteen of them for insecurity, violence, violations or restrictions on freedom.
Ivo: Revoke the last permission action
One example is Platea HVB in Hagfors, which for two years in a row has been criticized for repeated closures. Staff have forced children between the ages of 8 and 12 to fall to the ground, the review shows. According to the children, they were kneed in the back, yelled at by staff and denied afternoon coffee.
– Then it’s horrible that it’s happening. I really wish we avoided all kinds of deviations. We really struggle with quite difficult children and youth, and then sometimes things happen that are difficult to handle, says Johanna Rastad, Business Area Manager for Individuals and Families at Humana.
Ivo is the authority that has the right to close the houses that violate the permit.
– Yes, we can revoke the permit, but it is the last measure we have. We must exhaust all other possibilities, such as the director having to remedy the deficiencies first.
