Defense deal opens to major rearmament

DN can now disclose new, hitherto unknown parts of the defense agreement that was concluded last week between the S-MP government and the January L and C parties. The agreement in principle is the basis of the draft law of defense for the years 2021-25 that the government will soon bring to the table of the Riksdag.

In addition to the increase in allocations of SEK 13 billion that DN reported last week (see data chart), the four parties are paving the way after the parliamentary elections in 2022. A monitoring station in 2023 will indicate whether it can be allocated more money in the years 2026-30.

– The planning framework for 2026-30 was the main obstacle during the winter, spring and summer negotiations. The meaning of the checkpoint is to postpone that post until after the 2022 election. “We agreed to disagree” on a deal that hopefully unblocks the opposition, explains liberal defense politician Allan Widman.

– It is an arrangement that guarantees that we will end just before 2030, confirms the defense politician of the Center Party Daniel Bäckström.

At the riksdag today a majority with the four bourgeoisie and SD to increase defense funds until 2030, but the government did not agree on the total amount. What is missing now until 2030 is roughly SEK 35 billion. But “if the financial framework is raised”, it is stated in the agreement, then the Defense Committee’s 2019 Värnkraft report will be implemented “in full”.

Therefore, starting next year, the authorities will start planning the implementation of both the full Swedish Armed Forces proposal and the additions requested by Commander-in-Chief Micael Bydén last fall.

– They can plan an increase in resources in the next defense decision period and this creates the conditions for a faster pace, explains Allan Widman.

“The entire war organization must be fully organized by 2030,” it is claimed, which is faster than the economy has allowed so far.

The agreement between S-MP-L and C it also contains a list of 17 concrete actions. Virtually all units of the Armed Forces will be affected if more funds are added starting in 2026. The air force will have more robots and war bases for planes and helicopters, the navy will have new battleships, the army will have portable air defenses and all soldiers will get new firearms.

New engineering and maintenance battalions are created and liaison companies are created. The expansion of the link and telecommunications units is advanced. Resistance increases through the purchase of drugs, fuel, trucks and ammunition.

DN has compared the agreement between S-MP-C and L to the demands made by defense politicians of M, KD and L at DN Debatt on August 30. Both content and word choice are the same.

– They are more or less identical lists. It feels very satisfying as the final outcome of the negotiations, confirms Allan Widman, who hopes for the widest possible connection in the Riksdag’s defense decision.

The probes must no they happen with both M and KD.

– Now the bill will be drafted and we want to land on a good decision. This requires more dialogue to gain additional breadth in the Riksdag and this agreement is an important step forward, says Daniel Bäckström, C.

But with more money comes more control. The agreement includes that the Riksdag will establish object frames for the costs of the fighter jets and the underwater area, which will amount to 181 billion SEK by 2032. In addition, the so-called “design-to-cost” will prevent costs from skyrocketing. due to new requirements during ongoing projects.

A new authority will also be established in 2023 to monitor and evaluate the development of total defense.
