On December 9, the government presented a draft of a new temporary pandemic law. The proposal has been subject to consultation with more than 100 bodies and will be presented to the Legal Council on Monday.

Previously, the plan was for the law to take effect in mid-May. Now the government announces that it wants the pandemic law to apply from January 10 to the end of September 2021.

With the new proposal wants the government to allow decisions to be made on restrictions and closures of activities that are not covered by the Public Order Law in the event of an increasing spread of the infection.

This can then be, for example, places for recreational or cultural activities, places for shopping, public transport and the use of places for private meetings.

– The government will decide on legally binding rules for stores and shopping centers if the law against the pandemic is passed, Commerce and Industry Minister Ibrahim Baylan said during a press conference on Monday.

– These are certain types of shopping places, such as shopping malls and department stores, where the risk of spreading the infection is considered high and where there is a lot of congestion.

During the press conference Social Affairs Minister Lena Hallengren highlighted the importance of strong support for the law in the Riksdag.

– Parliamentary parties have also provided valuable input and the government will continue to maintain that contact prior to the Riksdag deliberations, says Lena Hallengren, who emphasizes the importance of the proposal having broad support in the Riksdag.

The bill also gives the government the right to limit the number of people staying in public places. Anyone who violates the regulations can be individually sentenced to a fine.

– The proposals mean that the government will have far-reaching powers. That is why it is important to safeguard the influence of the Riksdag. Therefore, decisions on the closure and ban on meeting in a public place must be submitted to the Riksdag for review within two weeks, says Lena Hallengren.

The government proposes that county administrative boards have the responsibility to oversee the law.
