The crisis agreement is activated in three regions

The Stockholm region, the Västra Götaland region and the Gävleborg region have a wide spread of covid-19 and an increasing number of patients in need of hospital care and intensive care. The acute crisis situation seriously affects the opportunities of the regions to secure staffing and thus manage care.

– The Stockholm region, the Västra Götaland region and the Gävleborg region have done everything that is reasonably necessary to ensure staffing and have exhausted all possibilities within the framework of the ordinary collective agreement. Therefore, we choose, according to the request of the regions, to activate the crisis situation agreement in these three regions, says Joakim Larsson, chairman of the negotiating delegation in the municipalities and regions of Sweden (SKR) and on the board Sobona association.

– With the crisis situation agreement, it is possible to take more time from work for a period, the labor obligation is greater and it will place a greater burden on the employees. To compensate for the increased burden, pay levels are higher, says Ulf Olsson, vice chairman of SKR’s negotiating delegation and Sobona’s association board.

The measure of regular working time is increased to 48 hours per week. In addition, special emergency overtime may be taken in addition to normal work hours. The agreement also allows for the recruitment and loan of personnel between affected regions, meaning that resources can be moved quickly to where they are needed most.

– Rest and recovery of employees must be guaranteed so that they can work. Therefore, employers must work in parallel to find alternative solutions to strengthen staffing, says Joakim Larsson.

The crisis agreement is not a long-term solution to the problem of the lack of personnel in certain activities, but it allows to ensure the staffing here and now so that the very tense situation in health due to the covid pandemic can be managed 19.
