This is a recommendation, and not a directive, to allow high school students to receive their distance learning starting Monday. Employers are also urged to ensure that as many people as possible work at home.
The reason is the recent spread of the infection in Stockholm and the purpose of reducing the spread.

Infection control in the Stockholm region will hold a dialogue with schools later this week.
But the general recommendation is that on-site teaching on the school premises be completed as soon as possible.
Preferably from Monday.
