A Tigran woman and her children are standing in a house that serves as a temporary refugee shelter across the border in Sudan.

The UN and Ethiopia agreed on how war-torn people in Tigray and the surrounding area will be able to get help, after UN personnel were shot by Ethiopian soldiers in the area the other day.

An agreement on humanitarian action was signed a week ago, but it proved ineffective. The new agreement will guarantee that personnel have access to the entire area and the opportunity to initiate humanitarian operations without distinguishing between person and person, announced the UN Secretary General, António Guterres.

The efforts will be based on cooperation between the UN and Ethiopia.

Ethiopian Prime Minister Abiy Ahmed was on the other side of the country where he inaugurated a highway to Kenya with Kenyan President Uhuru Kenyatta. During the speech, Abiy Ahmed emphasized the importance of peace and security in the region.

In clashes between the Ethiopian federal forces and the Tigran forces, an estimated several thousand people have been killed and nearly a million have been driven from their homes.

The situation does not appear to have completely calmed down either. From the point of view of the UN, there is talk of fights in various places, but the information is difficult to verify.

Abiy Ahmed declared victory for the federal forces after taking control of the larger city of Mekele, but the regional group Tigrinya People’s Liberation Front (TPLF) says fighting continues in the surrounding mountains.
