A large number of areas are affected in the counterterrorism strategy now presented by the responsible EU commissioners, Margaritis Schinas and Ylva Johansson.
“We strengthen the ability of experts to predict new threats, help the local community to prevent radicalization, provide cities with the necessary means to protect public places through good design, and ensure that we can respond quickly and more effective at attacks and attempted attacks, “he said. Johansson says in a press release.
Much is about strengthening police and intelligence cooperation. Security advisers will help Member States to carry out risk assessments. New rules for police cooperation will be presented next year, at the same time as it is proposed that Europol be given greater powers to police cooperation.
Horror online
Among other things, Europol will be able to compile even larger databases and will be able to issue immediate warnings on its own in the computer system to which Schengen border controllers have access. According to plans, Europol will expand with 160 new employees in the coming years.
The European Commission also hopes to develop better methods for exploring encrypted information online and also wants to see a network of researchers fighting terrorist cash flows.
At the same time, the importance of countering radicalization is also highlighted, with the help of the action plan for better integration that was presented at the end of November.
Interior Minister Mikael Damberg (S) welcomes the strategy and is now looking forward to the concrete proposals.
– This is very much in line with many of the Swedish priorities, Damberg tells TT.
Freedom of expression?
However, the human rights organization Amnesty International questions the strategy from an integrity point of view.
“Many of these measures threaten to violate freedom of expression, especially when targeting online activities. The EU must ensure that all legal forms of expression are protected, including controversial or offensive ones,” said Eve Geddie of Amnesty International. office in a press release.
However, from the Swedish side, Mikael Damberg believes that the EU Commission promises to take into account important principles.
– And if law enforcement authorities are not allowed to keep up with criminals, their opportunities to fight them will be eroded, says the interior minister.
