The Swedish Public Health Agency is now proposing the same rules across the country to stop the spread of the infection. The tone is sharpened and more emphasis is placed on everyone’s personal responsibility, according to the proposal that TT read.
The proposal of the Public Health Agency for new guidelines and general national regulations will be applied as of December 14. Then they supersede the local rules that apply today.
But they will also be the basis for the rules that will apply to the Christmas and New Year celebrations, but will not be decided until next week.

Collection around the Christmas table
The proposal doesn’t say anything specific about how many people can gather around the Christmas table, but it does say: You should limit new close contacts and hang out only in a small circle.
– We have not given any speech, but previously we have had it with eight people as a rule. We don’t want to set an exact boundary for that, family relationships and circumstances are very different, but if you have that as your guide, it’s probably pretty good, FHM CEO Johan Carlson tells TT.
But neither FHM nor the government can prohibit people from celebrating Christmas parties, mixing with mulled wine, or meeting new people.
In the proposal, FHM clarifies that a smaller circle may be the people you live with or some friends and family outside the home.
If you still meet people outside of your small circle, it shouldn’t happen in small spaces for a long time, and preferably outdoors.
State epidemiologist Anders Tegnell has already said there won’t be a total travel ban this Christmas.
But FHM emphasizes in its proposal that it is everyone’s responsibility to travel contagiously. For example, you must have ensured in advance that it is possible to isolate yourself at destination or get home safely from an infection control point of view if you develop symptoms of Covid-19.
Buy only
Many of the general regulations and guidelines are recognizable from before and are basically based on people keeping their distance. As before, FHM advises against shops, shopping malls, and public transportation. Everyone is now also encouraged to shop alone, if possible, and not linger in stores and shopping centers longer than necessary.
Some recommendations have been strengthened and clarified, for example that it is also the responsibility of the individual to agree with their employer to work from home whenever possible and to adapt working hours to avoid congestion on public transport. For workplaces, as before, it is important to facilitate tasks and ensure that the workplace is safe for those who work there.
Higher pitch
Legally, FHM sharpens the tone on several points, especially when it comes to everyone’s personal responsibilities. Instead of a general advice, it becomes a regulation and the accusation is that “should”.
But there are no penalties for anyone who breaks the rules. So the question is how sharp will it be in practice?
– We want to be clearer than it usually is in this type of general advice, says Johan Carlson.
– It is usually common to write should, but it is usually aimed at businesses or companies. When addressing the public, it can be confusing if one is not clear, because “should” also means “should” in practice.
