On Thursday, the Labor Market and Social Affairs Committee met in Malmö and handled a committee initiative that came from the Party of the Moderates and the Center. It was about allowing restaurants to deliver alcoholic beverages if you order food.
Shortly after noon 14 the proposal was approved with the support of the Swedish Liberals and Democrats. This means that the issue has divided the Social Democrats and the Liberals who rule Malmö together.
The committee’s initiative establishes that the issuance of permits for catering activities for closed parties will be made possible. Only restaurants with a catering permit can deliver alcohol with the meal and the same requirements for serving alcohol that exist in the restaurant will also apply in the home. The hours are the same as in the restaurant, at 10 p.m.
– I think it’s unfortunate and in all probability probably illegal. My suggestion was that we should prepare for this and analyze the legal issues and then make a decision. But now we were not allowed to do so because there was a majority that could approve the matter directly, says Sedat Arif (S), city councilor and chair of the labor and social market committee.
A municipality which since April allows this type of home delivery is the municipality of Växjö. This is despite the fact that the County Administrative Board in Kronoberg has criticized the rules on serving alcohol at home. Nacka is another municipality that soon followed in the footsteps of Växjö.
The second vice chair of the committee in Malmö, Helena Nanne (M), rejects the criticism and believes that all committee members have the right to submit a committee initiative.
– We report on what the legislation is like and in which parts of the country this is already being done, says Helena Nanne.
Why did you do this?
– We have an industry that is extremely tough in Malmö due to the corona pandemic and the recommendations and restrictions that exist. Now it becomes even more difficult when it is forbidden to sell alcohol after 10 pm We are concerned that it will be the last blow to the entire industry. That is why we did this.
Since Arif says this may be illegal, what do you have to say about it?
– We have reported how it looks in the legislation and there is no prohibition, it is about how to apply this.
